The implementation of Local Agenda 21 in Orxeta

The municipality of Orxeta Network is part of the Provincial de Alicante Agenda 21, an initiative of the Exma. Diputación Provincial de Alicante, from the Department of Environment, which focuses on incorporating the principles of sustainable development policies in the municipal towns and cities of the provincia.En Orxeta now is in the first phase of implementation of Agenda 21, under an agreement with the Exma. Alicante signed in October 2005, which receives cooperation técnica.Esta first phase consists of a comprehensive socio-environmental diagnosis is an essential tool because it provides the elements and variables to be taken into account by municipalities to develop scheduled a local policy that integrates the principles of sustainable development through planning and taking real.

REALIZING THE DIAGNOSIS SOCIO-ECONOMIC AND ENVIRONMENTAL ACTION PLAN IN THE MUNICIPALITY OF LOCAL ORXETA.

1. BACKGROUND.

Since the beginning of the 90s, concern for nature and the environment was discussed among the major countries of the world.

Already in 1992, the United Nations deliberations on the future of the planet by adopting an agreement for environmental protection: the Agenda 21.

That's when it was found the importance of local authorities worldwide to achieve a growth of our towns and cities in a balanced manner with the development of Nature, began a race to the sustainability of the planet.

In 1994, a Europe committed to sustainable development began his campaign toward sustainability, inviting all European municipalities to share their experiences in environmental protection: the signing of the Charter of Aalborg.

Ten years later, we moved from commitment to action, agreeing measures to curb environmental pollution and help us to improve the urban management of our people.

Aalborg 10 +, and Agenda for Action, and the Letter to the Aalborg. On June 15, 2004 adopted an Action Plan for European municipalities contained 9 specific objectives:

Governance

Sustainable urban management

Protection of natural common

Consumption and lifestyle choice responsible

Urban planning and design of traffic reduction

Local action for health

Active local economy

Social equity and justice

Therefore, the Hon. Diputación Provincial de Alicante, with the creation of the Provincial Network of Agenda 21, focuses on incorporating the principles of sustainable development into country policies municipal towns and cities of the province, promote the introduction of Local Agenda 21 in all municipalities and provide the necessary support to the municipality attached.

The purpose of the Provincial Network of Agenda 21 is to include all municipalities in the province in the process towards sustainability, support and encouragement in the establishment of a municipal management tool: Local Agenda 21.

Provincial Network established as support for municipalities to develop their environmental policies on a scheduled basis and achieve a sustainable use of resources and equity and economic and social equality among all the towns in the province.

The Network is the meeting point and exchange of experiences among municipalities adhering to build together the process of local sustainability based on knowledge and experience.

2. Phases of the project.

SOCIOECONOMIC ENVIRONMENTAL ANALYSIS

The development of socio-economic environmental diagnosis was based on two simultaneous steps:

The diagnostic technique reveals the social, economic and environmental municipality.

Qualitative diagnosis to hear the concerns of citizens about their municipality, in addition to serving as a tool for environmental awareness to all local groups.

The analysis of this diagnosis will guide us to define the local action plan (LAP) to pursue sustainable development of the municipality.

TECHNICAL DIAGNOSIS

Factors to be considered in the town, from which priority will be given lines of action defined in the Local Action Plan are:

QUALITATIVE DIAGNOSIS

A study of perception through the dissemination of Social surveys to learn about local environmental concerns of the residents of the municipality, the deficiencies identified as priorities and suggestions for their solution.

At the same time, household surveys conducted in the municipalities through the schools of the municipality to increase the percentage of participation, with the aim of achieving greater reliability in the process of public participation and suggestions and concerns of all inhabitants.

SWOT ANALYSIS

The completion of the study socio-economic environment, is conducting a SWOT analysis (weaknesses, threats, strengths and opportunities) for each of the factors under consideration. SWOT analysis is a tool of corporate governance which reflects a clear and simple results.

It's the best way to express the results of the analysis performed, and well able to define the strategic lines of the Local Action Plan towards sustainability of the municipality.

All the study results will be reflected in a socioeconomic environment.

CITIZEN PARTICIPATION

Participation is the process by which people take part in resolving problems, so the involvement of all groups, citizens, local authorities, NGOs, political groups, trade unions, business and professionals in the municipalities is necessary for success the implementation of Agenda 21.

The participation of interest groups and socio-economic actors involved Azimut undertake planning the following activities:

CREATION OF A LOCAL COUNCIL OF SUSTAINABILITY

Creating a Local Sustainability Council composed of personnel appointed by the City Council, both political and technical, to coordinate the actions defined, compliance with the timetable and the steps envisaged, and so on.

CREATION OF LOCAL FORUM 21

A Forum for Sustainability Local Municipality to facilitate and encourage the participation of all sectors of the population. The responsibilities of the Forum will discuss and consider the priority actions to undertake in the municipality.

Work tables will be set up to discuss specific issues between the managers and experts in the areas to be addressed for example, table local economy, natural areas, urban management, and so on.

3. Action phase.

DEVELOPMENT OF THE PROPOSED PLAN OF ACTION FOR LOCAL

A report from the socio-economic environment will be developed, the proposal of the Local Action Plan, which will provide the tools to model the town defined by addressing the key aspects of development that does not compromise future generations.

Local Action Plan will include the strategic lines that define the main axes of the policy of sustainable development. For each strategic action programs will be developed, and each action plan will define the actions and concrete projects to develop.

Sustainability Index

Once drafted the proposal of the Local Action Plan, the team will develop a system of Azimut of sustainability indicators, based on those described by the Provincial Network of Agenda 21, which will provide tools for monitoring and evaluating compliance the objectives of the Local Action Plans.

The indicators are grouped into four broad areas:

Environmental indicators
